As you add this, consider allowing certain alerts to go at different times. For example, I like to be alerted if a site is down for 5 minutes by email, but if it's down for 10 minutes, then I'm alerted by SMS. Also, I may alert one person after 5 minutes, but bump it up to other team members after 15 minutes. While this may not apply directly to SMS, it will make the SMS integration better.
